Warragul and Drouin Development Contributions Plan Review Project
Baw Baw Shire has experienced steady growth over recent years and to keep pace, Council is reviewing the Warragul and Drouin Development Contributions Plans (DCPs). This review ensures that the plans reflect current growth and infrastructure needs and continues to support the delivery of essential infrastructure and services for our communities.
The DCPs play a vital role in guiding how infrastructure such as roads, drainage, community facilities and recreation spaces are funded. By updating these plans, Council can ensure that development continues to contribute to the creation of healthy, sustainable and well-serviced communities for the future.
Why is the review needed?
The existing Precinct Structure Plans (PSPs) and Development Contributions Plans (DCPs) were incorporated into the Baw Baw Planning Scheme in 2015. Council is required to review these plans every five years and with significant growth forecast for the area, this review is both timely and necessary.
Warragul’s population is expected to increase from 25,872 to 39,096 by 2046, while Drouin is projected to grow from 17,677 to 29,107 by 2046. The State Government's Plan Victoria has also identified Baw Baw Shire as a key peri-urban growth area, setting a housing target of more than 25,700 new homes. This level of growth puts further emphasis on the need for updated plans to ensure timely infrastructure delivery.
The review will focus on resolving complex implementation issues by undertaking an in-depth assessment of specific infrastructure projects, costs and delivery arrangements. It will also include consequential changes to the Precinct Structure Plans and eventually result in a Planning Scheme Amendment to integrate these updates into the Baw Baw Planning Scheme.
This is an opportunity to strengthen the planning framework, improve clarity, efficiency and ensure that future development supports thriving communities. Council is committed to undertaking this review in a way that balances infrastructure needs with housing affordability and invites community and stakeholder input throughout the process.
Community Information session
An information session will be held on the 12 December 2025, to introduce the DCP Review project and provide an update. This is an opportunity to learn more about the project, timelines for completion and when we will engage with the community and key stakeholders further.
