What is the Draft Procurement Policy?
The Draft Procurement Policy sets out the principles, processes and procedures that apply to the purchase of goods, services, and works carried out by Council.
The Policy outlines the legislative and administrative framework that applies to all procurement activities undertaken by Council.
Council is committed to procuring value-for-money goods, materials and services in a lawful, commercial, consistent, open, safe, fair and transparent manner. The Draft Procurement Policy has been updated to align with best practise measures in the sector, as outlined in the recently released Victorian Local Government Best Practise Procurement Guidelines 2024.
Why do we need the Draft Procurement Policy?
In accordance with the Local Government Act 2020, the Draft Procurement Policy has been developed to ensure Council's procurement framework establishes best practice principles including; value for money open and fair competition, accountability, risk management, probity and transparency.
The Policy ensures that all procurement activities are conducted with integrity, fairness and transparency.
Council must review its procurement policy at least once during each four year term of the Council.
Who does the Draft Procurement Policy apply to?
The Policy applies to all contracting and procurement activities at Council and is binding upon Councillors, Council Staff (including temporary employees), contracts and consultants while engaged by Council.
Community Consultation
Consultation on the Draft Procurement Policy closed on Thursday 25 July 2024.
We asked our community to review the Draft Procurement Policy, and provide feedback that could be incorporated into the final policy to be considered by Council.
Procurement Policy has been adopted by Council
At a meeting on 4 September 2024, Council adopted the revised Procurement Policy, which came into effect from 11 September 2024.
