Project background
It is a State Government requirement to ensure flood prone land is mapped in the Baw Baw Planning Scheme. Water authorities across Victoria are updating flood risk information and flood mapping, including the West Gippsland Catchment Management Authority (WGCMA) who are the floodplain management authority across a large portion of Baw Baw Shire.
The State Government also recently established a Flood-related Amendments Standing Advisory Committee to enable quicker and more consistent decisions for the implementation of all flood-study-related planning scheme amendments. To help complete this work, the Department of Transport and Planning (DTP) has provided Council with funding through the Victorian Government's Regional Flood-related Amendments Program to undertake draft Amendment C164.
Draft Amendment C164 proposes to update the maps to the existing Floodway Overlay (FO) and Land Subject to Inundation Overlay (LSIO) controls within WGCMA's area of jurisdiction. The revised maps will reflect the best available flood information held by the WGCMA and Baw Baw Shire Council.
What is flood mapping?
The flood modelling undertaken as part of the studies uses data and computer simulations to predict where water could go during severe rainfall and storm surges. It shows where water is likely to go, how deep and how fast it is likely to move. It considers data such as topography, rainfall records and existing infrastructure.
The updated flood mapping will help inform future planning decisions, ensuring new developments are designed to better protect people, properties and communities from flood risk.
How will the updated flood maps affect you?
The updated maps will help our community make confident decisions about future development, ensuring new homes and buildings are designed with local flood risks in mind.
The updated flood mapping applies to properties as per below:
1438 properties are proposed to be newly affected by flood overlay/s
510 properties are already affected and are proposed to remain affected by flood overlay/s
131 properties are proposed to have the flood overlay/s removed
Owners and occupiers of these properties will receive a letter informing them of how the amendment will affect their property.
Have your say
We encourage community members affected by the changes to the flood mapping overlays to speak with Council officers and provide us with a formal submission on the draft Amendment.
Submissions can be emailed to strategic.planning@bawbawshire.vic.gov.au with 'Draft Amendment C164' in the subject line; or via post to: Baw Baw Shire Council, Draft Amendment C164, PO Box 304 Warragul VIC 3820.
